Coinbase is setting up an international tokenization hub in Abu Dhabi after receiving Financial Services Permission from the Financial Services Regulatory Authority of Abu Dhabi Global Market. The approval allows the crypto exchange to arrange investment deals and provide custody for tokenized securities.
The development matters because it gives Coinbase a regulated pathway to offer digital securities backed by underlying shares beyond the U.S. market. According to the company, those tokens will be registered and issued in ADGM under FSRA oversight.
Tokenization has become a growing focus across traditional finance, with asset managers and banks experimenting with blockchain-based versions of funds, bonds, private credit and stocks. Supporters say the model can make securities transferable around the clock, speed up settlement and potentially allow assets to be used as collateral in onchain markets.
Abu Dhabi has been positioning itself as a testing ground for this shift. ADGM introduced a virtual asset regulatory framework in 2018 and has since attracted crypto and tokenization companies looking for a regulated regional base.
Coinbase already has a broader UAE presence. Its asset management arm launched Project Diamond in 2023 for institutional digital debt issuance and trading on Base, and the new Abu Dhabi hub will sit alongside Coinbase’s derivatives business in Dubai as the company expands outside the United States.
